Non-citizens cannot vote either.

Young people are not allowed to vote. You must be at least 18 years old.

It depends on the legislation of the country concerned. There is no such thing as a universal franchise to vote. There are always some people that are denied the ability.

It may be on grounds of age, gender, mental competency, special groups such as prisoners, failing to register, non-citizens etc.
