basically so that in the event that there are corrupt politicians in one house, the other may be able to out-weigh their foolish desicisions. its a security reason. the only bad part is that if the president calls them and says "vote this way", 9 times out of 10, they will do it, no matter what the people say. honestly, i dont think we should have a president, just everything else(house, senate, etc.)
