Yes and No. Understanding the "Cherokee" (Tsalagi) means understanding your own government and how it is setup. There were approximately 23 tribes, and there were different leaders for each band within those tribes, so to say there was one leader would be inaccurate. Compare this to the current government system. There is one president of the United States, but 50 governors (one for each state) who controls each state, then a multitude of mayors who run each city. The Tsalagi were different, as most tribes were, that there is no single leader of the tribe as most used a ruling council.
