Probably a native American government. For thousands of years tribes of people formed political units with their own systems of government.

The Iroquois had a relatively sophisticated form of government from about 1450 onwards in the form of a league of five different tribes united by an unwritten constitution. This event pre-dated Christopher Columbus and the European "discovery" of the American continent.
