According to his letter he was most concerned about the creation of political parties. He felt that the party would be more concerned with it's importance and value instead of caring about the good of the people. He has a point when you look at the parties today.

George Washington was appointed Commander in Chief by the Continental Congress and lead the Continental Army (later to become the US Army) to victory in the Revolutionary war. He retired going back to Mt. Vernon until he was elected President. While John Adams was President there were issues with France who was in the midst of Civil War. There was a potential of war with France. With that in mind John Adams appointed George Washington to command an Army, who as it turned out never went to war. There weren't many major issues that George Washington left behind for the next President of the United States. The idea of deciding exactly how many Cabinet members were needed to aid the President was left the John Adams.
