One issue that was very important to the constitutional delegates involved how strong the Federal government should be. Another crucial issue was how to determine the number of representatives each state would have in the Legislature.
The framers agreed to create the United States Senate and House of Representatives as a compromise. During the Constitutional Convention, framers disagreed on whether or not the legislative branch of government should represent the states equally or based on population. As such, the Senate has an equal number of 2 representatives for each state, and the House of Representatives has a certain number of representatives for each state depending on population.

They don't add for population without taking from another place keeping the 435 member number. The large population states are being cheated of representation. Every so many people should have a representative. That has not changed and should have.
The number of representatives from each state is not set on a fix count. The total number of representatives should only be 435. With this, census will be conducted to check the total number of population for them to decide the number of representative needed.
