King Charles II Issued a royal charter in 1663 that allowed the colonists of Rhode Island a large measure of self-government. Their governor and many other officials were elected by the colonists and no longer appointed by the king. The charter guaranteed "full liberty in religious concernments" to the colony. Members of religious sects such as Jews and Quakers, who were persecuted in other colonies, were able to enjoy complete freedom of worship in Rhode Island.
The symbol was the liberty bell.
