Delegates from the thirteen colonies (except Geogia's) met in Philadelphia. They voted to ban all trade with Britain until the Intolerable Acts were repealed. They also called on each colony to begin training troops. Although most delegates weren't ready to call for independence, they were determined to uphold colonial rights.

The first continental congress sent a Declaration of Rights, protesting Britain's colonial policies, to King George III. The delegates of the 13 colonies urged to refuse all trade with England until the hated taxes and trade regulations were repealed. The congress created the Articles of Association on October 20, 1774, which was a formed a formal and united boycott of British goods. The congress also demanded that the Intolerable Acts should be repealed and if they were not then the Colonies would no longer export their goods to the British.
