He wouldn't like it because he supported isolationism, which is when a country (the United States, in this case) didn't interfere or take part in other foreign affairs, which was basically cutting the U.S. off from other countries. The Pan-American union was the complete opposite of isolationism, meaning they were a part of other countries. Hope this helped! :-)
