Every ten years, due to the census. The House of Representatives just changes the number of people they represent, not the number of seats. It's set at 435 seats for the House, and 100 for the Senate since they are not affected by a states population.

The U.S. Constitution requires reapportionment of the seats in the U.S. House of Representatives after every official census, and it requires a census within three years of ratification of the Constitution and once per ten-year period after that.

An official census is done on 1 April of every year that ends with "0". The Census Bureau informs each state of its population numbers and its new apportionment by 25 January of years ending with "1". States perform redistricting, if necessary, during years ending with "1". The new apportionments take effect with House members who are elected in years ending with "2" and take office in years ending with "3".
