That depends on which 1640s you are talking about. The Civil War was actually a series of wars/conflicts.

If it was the first war of the period (1642-46) or the second (1648-49), then the answer is King Charles I. If it was the third (1649-51), then it was King Charles II. The group of wars ended on September 3, 1651.

As a result of the wars, Charles I was executed and Charles II was exiled.
