In an oligarchy, a small powerful group of influential citizens creates a government where only this small group of people maintain power in a nation. The power is enforced by military forcesor secret police. In either case, the military provides the backbone of the oligarchy's ruling status. For day to day operations the oligarchy may appoint one or two of its members to "front" the government and act as the nation's "leader". When required, new members are invited to join the oligarchy based on similar beliefs and/or family ties.

There are no open elections in this form of government. History has designated the Greek city-state of Sparta as a model of an oligarchy.
