Standing committees are permanent panels approved by the House of Representatives and Senate rules. One purpose of a standing committee is to review legislation and make suggestions. The second purpose is to monitor agencies and programs within their jurisdiction.
The House Committee of Ways and Means is a permanent committee of the House of Representatives. They are responsible for all bills concerning taxation, customs, duties and international relations. This gives them a great deal of power within the Legislature as they control how the government raises money. If they don't raise money, supposedly the rest of the legislature cannot spend it.
A Joint Committee of the US Congress is composed of Members of Congress appointed from the US House of Representatives and the US Senate to consider topics of legislation that are of interest to both bodies. Joint committees may be permanent (standing) or special (select), depending upon whether their charter extends across sessions of the chamber or, in the latter case, is of a limited scope and duration. Select committees are given jurisdiction over matters that are beyond the scope of the standing committees. A Conference Committee is a special, joint committee that is formed to amend legislation that has been passed in one form in the House and another form in the Senate so that it will can emerge in a form that will be acceptable to both chambers of the Congress.
They are a permanent body with a fixed jurisdiction. That means that they are tasked with dealing with one specific issue area, which is why they might also be called subject matter committees.
