Nobody hold unlimited power. Unumerated means without numbers, or infinite. In the United States nobody holds infinite power, however, in other countries their dictators or rulers hold infinite power. I am unaware of which countries have a Dictatorship or a republic government.

Is A federal form of government is one in which a central authority holds all power?

That would be an overstatement. The federal government does not hold all powers, there are certainly some powers that are reserved for state governments or local governments, and even some that are reserved for individuals. The term federal government means that there are lower levels of government (which in the United States are the 50 state governments) which have gotten together to form a larger government to which they all belong.

This system ensures that no branch of government has unchecked power by allowing each branch to monitor and limit the actions of the other branches. Additionally, mechanisms such as separation of powers, oversight committees, and the rule of law help ensure accountability in government.
