He was a Tory MP in Victorian times.He was born in Ireland on 28th April 1801.

He was a leader of the movement for factory and coal mine reform, particularly regarding children.

He pushed the Factory Acts through the Houses of Parliament limiting working hours for children.

One of his chief interests was the welfare of children. He was the chairman of the Ragged Schools Union which provided free education, food and clothing for poor children.
