In ancient history many cultures considered casual sex with both men and women to be the norm. Consequently, the first gay in politics would be nearly all of the men mentioned in the first known histories written by Herodotus in 480 BC. However, it is doubtful that Xerxes or Cyrus were the first gay politicians. They are just the first mentioned in history.

The United States has never had an openly gay President. There is some possibility that James Buchanan was gay, since he never married, but there is no solid evidence that he was gay or had any homo-sexual relations. He was engaged to a woman when he was young. She apparently broke it off for unknown reasons and died soon after. Her father blamed him her death and it was altogether a bad time for young James.

Per-Kristian Foss, Prime Minister of Norway briefly in 2002, was probably the first gay prime minister.

Jóhanna Sigurðardóttir, Prime Minister of Iceland, was the first openly gay prime minister to serve a substantial amount of time, and was also the first openly lesbian Prime Minister.

Elio Di Rupo, Prime Minister of Belgium, is also openly gay.

As of 2016, the United States has never had an openly gay President. If there has ever been a closeted gay president, then by definition, we wouldn't know about.

There have been rumors about James Buchanan, as well as six other Presidents, but nothing has ever been substantiated.
