However, only 17 of them qualify as "changes", because the first 10, collectively referred to as the "Bill of Rights", did not come with the Constitution itself. Since the ratification of the Constitution and Bill of Rights, only 17 amendments have been ratified

the amendments are necessary to the constitution because we need them because they are laws and we need the laws without laws we would still be in world war 3 right now that's why we need laws. i hope that answered your questions Rebecka
