Government exists because the people need them to keep things organized and in order. Government should help its nation and people to go through hard times.

Because there are many things that the people can't organize themselves - or won't, if they see no direct benefit for themselves. Look at the pioneering days in the west of the USA: roads were unpaved, working conditions often very bad, sewerage was non-existent, the law came out of the barrel of a gun and every quack could call himself a doctor.

So for things like public works, proper health care; laws, rules and regulations to protect you; defence against outside forces and police to defend you against crime and for collecting and distributing the money that all these things cost (yes, taxes) - you need a governing body that looks after the general good and not only at personal interest or benefit.

Why is it that people is a element of state?

The people are not an element of the state rather, the state is an element of the people. Governments do not preexist people, it was people who created governments and the notion of state. It bares repeating. The state did not create the people, the people create the state. Elements of the state are the branches, or columns or estates established to create legislation and enforce and be judicious over such legislation. No matter who it is that rules or governs, no matter where one might live, it is an axiom worth remembering that the people are the holders of the original political power.
