Some people don't vote because they are not interested in politics; they do not understand how it affects their life. Others don't vote because it's difficult for them to get to the voting place (there is a movement to change the day of voting from a Tuesday, when many people have to work, to a weekend day). Still others don't feel the current political system of two parties speaks to their beliefs, and if they can't find a candidate who represents their views, they stay home. A small number of people don't vote because their religion says they should not (Jehovah's Witnesses, for example). And there are also some people who don't vote because they are very cynical about the electoral process: they feel their vote doesn't count due to the fact that the system often seems corrupt, and is too influenced by the money spent by lobbyists and special interest groups.
Another reason younger people don't vote because there graduating from high school and, collage, and they are just starting a job, so they don't have enough time to vote.
because they dont think they should vote or they are not old enough, they are not over age.
The two primary reasons (imho) are (1) they don't believe that their vote can make a difference, or (2) they don't like any of the candidates who are running.
