In essence, the House Rules committee is the standing committee that decides when a Bill will be sent to the floor for its second reading following the committee stage (the time a bill spends being investigated and edited in the respective standing committee). This means it has great influence over which bills will be considered by the House because it can push the bill to the back of the queue, where it has very little chance of being considered. The Chair is powerful because as the leader of this committee, he/she has the ultimate authority on the matter by deciding which bills the House Rules Committee will even consider.

they are the final committee a bill must clear before it goes to the floor for a vote. if the rules committee does not let it through, it never gets voted on.
