From my perspective working in a pharmacy laboratory, as a new employee, it is an unfair system since the more experience employees get "first dibs" at the daytime hours, replacement shifts, and authorized overtime. It means that less experienced employees are given little to no hours, and if they do get hours, it is usually the less desirable ones such as evenings and weekends.
seniority system
Seniority refers to a giving privileges to people who have held a particular position for a longer period of time than others. An example of the seniority rule would be in government and Congress.
The party leadership is the one who actually makes the decision of who will serve as chair of Congressional committees. At one time committee chairs were determined by seniority.

Seniority overlooks ability.
The seniority system is not illegal given that the discriminatory intent is not based on race, religion, national origin, gender, and color. The seniority system will be based only on the length of service of an employee.

Seniority system
In the seniority system, workers with more experience get preferential treatment in certain respects. Railroad workers with tenure, for example, get shifts that are more desirable.
An argument against seniority system in Congress is it gives hope younger lawmakers who otherwise wait decades to become chairmen.

seniority
Its Good When It Comes Down to picking whos first...Seniority is very important in Congress. Under the seniority system, committee chairmanships and other influential positions are decided on the basis of how long a member has been in Congress. The seniority system was created to weaken the power of the Speaker of the House, which had become almost dictatorial. The system provides for an orderly hierarchy and ensures that committee chairmen are sufficiently experienced. Seniority also has its drawbacks: it limits the opportunities for talented young members of Congress to make their mark. Seniority also makes Congress less responsive to reform because power is concentrated in the hands of older, established members.
Seniority system is undemocratic because it undermines the opposed candidates educational background and experience. Therefore the candidate that is there the longest will get the job versus a candidate that is well suited for the job.
