Despite the flaws in the Articles of Confederation, a lot of people still supported the Articles. It was impossible for the framers to form a government with too much power, as the people were fearful of another King, and would never support that government.

The men who wrote the constitution had lived under the power of a king. A king has unlimited power and can do what he wants. They wanted to make sure that they didn't set up a new monarch so they limited powers.
