The terms of the Land Ordinance of 1785 favored speculators who could afford to purchase larger blocks of land. The goal of the ordinance was to raise money since the United States could not raise taxes.

I'm taking HIST 123 this semester, which is US history to 1877, and my text book by Tindall & Shi says that it mostly favored land speculators, because the common people didn't have the money to purchase the land, or even the ability to work that much land. Hope this helps.
