The Romans set up a government known as a republic. They had Consuls which were elected by the plebians or the every day Roman person. The Consuls represented the Roman people in the Senate. The power of the Emperor was shared between two different people they led the army and the they controled the senate. In early times plebians could not be Consuls only the PATRICIANS could. But over time laws were passed and a plebian could become a Consul. I hope that answers ypur question.
