It was formed by Athens as a defence against the Persian Empire. When peace was arranged with Persia, Athens converted the League to an empire of its own and spent the war funds on itself and on keeping a navy to extort contributions from the cities. Any attempts to leave the League were put down with force.
When Athens dragged the cities into war with the Spartan-led Peloponnesian League, the empire progressively fell apart as cities took the opportunity to leave or discontinue their tax-paying. Athenian control, and after Athens lost that 27-year Peloponnesian War, it was stripped of its empire and the cites went their own way.
