In ancient times, but it is equally true in all ages, a ruler who governs completely and also oppressively is properly described as a dictator or tyrant. While tyrants may differ from each other in particular ways (governmental and otherwise), all are similar in wielding total control of society and in making decisions based not on the good of the whole but by whim, irrationally, or simply for the sake of their own pleasure or security.

The roman government was a republic. Republics are where the citizens chose their leaders. To be a citizen you had to own land. In eariler times it was a monarcy. There was a dictater- a ruler with absolute power. A monarcy is where there is one leader. For more info you can go on www.Google.com

The Roman counsuls did not have absolute power during wartime, only a dictator had absolute power. The counsuls could lead and army and many times the senate authorized this. The counsul had the control of his army, but the power of the state was still in the hands of the senate.
AnswerAbsolute monarchs are people who forcefully take power by either gaining their power from the army or having a powerful family that had many followers. I believe that absolute monarchs are dumb for even trying to forcefully take power from the people while also knowing that they were going to sometime fall.
