After the deposition of the last emperor of the western part of the Roman Empire, Rome was initially headed by the senate, but then the pope, as the bishop of Rome, increasingly became the main political force of the city. The papacy assumed the rulership of Rome even before it became the capital of the Papal States in 754. Internal conflict was one between the papacy and the Roman aristocracy. Finally, in 1870 it become the effective capital of Italy.

During the dominate the emperors dropped this pretence. They became more autocratic and the juse of the tittle dominus (master, lord) was common
