I think that he was a good emperor because unlike some other emperors he didn't start off nice then turn bad. He was always for the people. Rome reached its extent when he was ruling. And he didn't force poor people to pay taxes For more info visit Wikipedia
Publius Aelius Traianus Hadrianus born on 24 January 76 AD/ CE became Emperor of Rome at 117 AD/ CE until his death at 138 AD/ CE. During his reign the Empire was extended from the British isles and the Atlantic to Black and Red seas. He was the third of the five good Emperors of Rome.
Vespasian was a good emperor. He is sometimes referred to as "the man who saved Rome". The treasury was depleted when he came into power due to Nero's extravagance and the previous civil war. Vespasian, consequently, was forced to tax just about everything--even urine. Fortunately for Rome, Titus was able to conquer Jerusalem and bring back the temple treasure to enrich the Roman state. After this Vespasian was able to embark on his building program of his temple and the Colosseum.
Nerva, Trajan, Hadrian, Antonius Pius, and Marcus Aurelius were the five good emperors.JC MA and Ceaser Auguses JC MA and Ceaser AugusesAugustus that's all i knowBut I love this question xoxoxo question mmmmccchhhhaaaaa!!!!!!!!!!!!
Antoninus Pius was the fourth emperor during the age of the Five Good Emperors. He was known for his peaceful reign and his application of public revenues to securing the prosperity of his subjects.
Septimius Severus addressed the corruption which characterised the rule of his predecessor, Commodus.
The last of the five emperors, Marcus Aurelius, was succeeded by his son, Commodus, who was the most cruel emperor the Romans ever had. He was murdered by the praetorian (imperial) guards. He was succeeded by Pertinax, the prefect of the city, who was murdered by the praetorian guards after three months because he tried to impose discipline on them. The praetorian guards then auctioned off the imperial title. Didius Julianus, a senator, won and became emperor. The people of Rome demonstrated against Didius Julianus and called for Pescennius Niger, the governor of the Roman province of Syria, to come to Rome and claim the imperial title. The senate sentenced Didius Julianus to death. Septimius Severus, the commander of the legions in Pannonia (in south-eastern Europe) took Rome without encountering opposition, executed the murderers of Pertinax and dismissed the rest of the praetorian guard and replaced it with his own troops. He also made an alliance with Clodius Albinus, the governor Roman province of Britannia, while Niger was consolidating support in the east. Septimius Severus marched on Syria, defeated Niger and then suppressed his supporters in Iraq. He declared his son Caracalla his heir. Albinus was proclaimed emperor by the legions of Britannia and rebelled against Severus. The forces of the two men clashed in Gaul. Severus defeated and killed Albinus. He secured power and established the Severan dynasty. This period of civil war lasted from 193 to 197.

In my opinion the biggest secret is that Severus Snape is good.
he was a good emperor
There were five good emperors (a term which was coined by Machiavelli and is still used). They were: Nerva, Trajan, Hadrian, Antoninus Pius and Marcus Aurelius. Although Commodus was Marcus Aurelius' son and chosen heir, he is not considered one of the good emperors. He had little interest in state administration and delegated the running of the state to his favourites. He preferred to live outside Rome, spending his time hunting. His bad rule led to several conspiracies, his assassination and the so-called Year of the Five Emperors. In this year five men fought each other to become emperors. Four of them were deposed soon after usurping the tile. The last one, Septimius Severus, managed to hold on to power. Commodus' rule was described by an ancient historian as the descent "from a kingdom of gold to one of rust and iron."
He wasn't an emperor.
Jack was a mighty strong emperor.

Good and bad are subjective terms, people do both good and bad. Severus Snape certainly wasn't without fault - he did a lot of bad things, but he also did a lot of good things. Snape joined the death eater initially, but was later instrumental in destroying Lord Voldemort.
