The Huns carved out Hungry. So, first the Empire cut back its size. Then it could not keep the barbarians from carving out their areas within the empire. Then it could not keep others from reducing its borders.

The Roman Empire was created because the people were unsatisfied with the failing Roman Republic. They benefited much more from a Princeps (First Citizen) than two Consuls fighting for control. Also, the first emperor, Caesar Augustus, was able to gain the power of a king though creating this new form of government.
