Prior to the start of the Fist Punic War (264 BC), the Roman Republic included Latium (land of the Latins), the former territories of the the Etruscan city state of Veii, the Volsci, the Hernici and the Sabines (all next to Latium, to its north, east, west and south) and of the Praetutii (in northern present day Abruzzo). It also included the city of Capua, just north of Naples and the nearby Privernum district. It is unclear whether the territories between this city and Latiumy, which were under Roman control, were annexed to the Republic.

When was the beginning of roman empire?

The beginning of the Roman Empire was in the 4th and 3rd century BC. In the 4th century BC and early 3rd century BC she expanded into central and southern Italy. She did not annex the peoples who leaved in these areas. Instead she turned into allies who had to pay a tribute and supply soldiers who fought in auxiliary troops which supported the Roman legions at their expense. Therefore, she established a form of imperialism by indirect rule. At the end of the First Punic War 264 BC- 241 BC) she annexed Carthage's territories in western Sicily and soon afterwards she seized Sardinia and Corsica from Carthage. In the Second Punic War (218 BC-201 BC) she annexed Carthage's territories in southern Spain. At the end of Third Punic War (179 BC-176 BC) she destroyed Carthage and annexed her last territories in Tunisia and western Libya. In 176 BC she also annexed mainland Greece. Further expansion of the Roman Empire occurred over the next two hundred years. The empire reached its greatest extent in 116 AD.

The territory of the Gallic tribe was annexed and the Samnites of southern Italy were turned into allies. The Lucanians, also a people in the south, became allies. Rome did not annex these peoples, but she turned them into allies. What this means is that these peoples enjoyed autonomy and were nominally independent, but had to supply soldiers at their own expense and fight alongside the Romans in Rome's war. Rome also established colonies (settlements) in these areas to improve her control over these peoples. This was a form of indirect rule, which means that a people is subjected to a superior power, but are allowed self-governance. In this period Rome pursued an aggressive policy of (imperialist) territorial expansionism. Other people see the Punic Wars as the beginning of the territorial empire: 1) After the First Punic War (264-241 BC) Rome took over the Islands od Sicily, Sardinia and Corsica 2) After the Second Punic War (218-202 BC), Rome took over southern Spain 3) After the Third Punic War (149-146 BC), Rome took over Carthage's territory (Tunisia).
