Different conditions require different responses. People want to rule themselves, and not be ruled by others. Kings want to have their own kingdoms, and not give them up. In all history, no one has ever managed to govern all of Europe. There was too much land, too many people, too many different systems of government, even too many different ideas of what constituted right action. There were too amny mountain ranges that seperated Europe so it was hard to govern all with one major government.

Europe has always been populated by hundreds of very diverse people with different languages and ethnic origins. There has never been the slightest chance that all of these would choose a single government.
