Early Europe was wracked with constant war. People could seek protection from a knight or noble in exchange for work and material support. The lord of the land then "owned" the people on his/her land.
Feudalism developed because the central governments of large kingdoms or empires faced challenges they could not meet.
A good example of this was the question of what to do about Vikings. If the Vikings attacked, they were in and out long before the central government could respond. So the government was decentralized, and the local lords had military organizations of their own, which could respond much faster.
Another example was the government of William the Conqueror of England. His government faced the possibility of insurrections in nearly all parts of the land. So he used a feudal organization to ensure stability.
