Belguim had only a small army and since Germany and France also share a border, hoped it could remain neutral. However, the German command thought it could achieve surprise by moving through Belgium and flanking the French forces.

When a request to move troops through Belgium was rejected, Germany promptly declared war and invaded, carrying out its flanking move and plunging poor old Belgium into the fight.

As a footnote, this invasion is essentially the reason Britain entered the war soon afterwards.

A country can declare itself neutral and many did. Spain was neutral for example. As was Switzerland. In practise, this was totally reliant on other powers respecting this wish.

In any future world war, the right would still exist but it would probably be a waste of time. A nuclear Holocaust would render Ireland uninhabitable regardless of whether they are actually fighting.
