Yes, Arvin Malcom Briscoe Jr. did win the Silver Star in the Vietnam War. The papers that awarded him this award, were lost, and were not retrieved until 1996. He was asked to come to Washington D.C. to receive his award. He was so humble he didn't even tell all of his family members; however he did ask my Dad, James Thomas Briscoe, who is also a Vietnam Vet to attend. I wish I could tell the whole story of how he won this award. To the best of my knowledge his team of men were ambushed, and he called in an air strike just feet away from his team. He lost some of his team, but carried the injured and expired onto the rescue helicopter while under heavy fire, and he was the last to board the helicopter, saving many lives.

These were issued for selling a certain amount of war bonds during World War II. I have one as well. Mine weighs 0.75 ounces, which would suggest a silver weight of 0.675 ounces (if they were made of coin silver, which is 90% silver). These come up on eBay fairly often - ones that are not engraved are far less common than engraved ones. With silver prices over $40, they are selling at (or even below) their bullion value.
