They didn't. The South had declared that they were not US citizens.
America was split in the Civil War: Southern states for slavery, Northern states against it. Once the South seceded from the Union, the North had no choice but to fight and win the war against slavery.
Because the civil war tore families apart in the sense that one brother would be in the union the other in the confederacy and they would kill each other because of the war situations.
