The people who were against getting into the war were not against providing help or weapons. The English were allies and they were fighting the Germans as well as getting bombed each night. Had England fell to Germany the United States was next on the list for Hitler. The Lend Lease act was a measure to give help without fully engaging Germany. Roosevelt knew that it was a stop gap measure and eventually the United States would become involved.
