Unlike WW II, Japan stood with allied forces during WW I. After the war, according to the terms of Treaty of Versailles, Japan was awarded all German possessions in Pacific north of Equator which considerable increased the Japanese territory.

Part of the allies, contributing by taking the German possessions in the Pacific (Caroline Islands), etc.; and pursuing Admiral Von Spee's Cruiser Squadron across the Pacific. The IJN never caught up with Von Spee, and he ended up fighting the British at the Coronel Islands N/W of South America, then was wiped out during the Falklands Battle on the S/E coast of South America.

The Japanese had been fighting the Second Sino-Japanese War with China beginning in 1937, two years before war erupted in Europe. Germany was allied initially both to Japan and China, Japan as a member of the 1936 Anti-Comintern Pact and China in the modernization of their army.
In 1937, Italy joined what became the Axis Powers. The group feared the US would enter the war in Europe due to its ties with Britain. In the Pacific, the US embargo on oil shipments in July, 1941 put Japan at equal risk from US action. The hope was that by presenting a joint front, the US could be coerced into remaining out of the fighting. This ultimately failed because of German U-boat attacks on US Navy ships and the subsequent Japanese carrier attack on Pearl Harbor.
