I suppose you are referring to phosphorus bombs. These bombs were made to ignite fires. Phosphorus burns very intensly and will burn you. When it explodes, pieces of burning phosphorus is thrown out in all directions. Just a spec of it will burn you and keep burning. It will even burn under water for a short time.
