Basically, the British and French would have been willing to participate, but the war ended too soon. Also, due to other European distractions, they were unable to join. If they were to join the war, they would have sided with the South. This would have eventually led to the South winning (most historians would say), but because this is hypothetical, it never happened. Basically, they were willing to participate but never got the time to do it.
