It wasn't one, but several. After WW2 Germany was divided between the western countries (NATO) and the Soviet Union. This created a philosophy of containment by western powers to control communism in Europe and Asia. This containment became policy by a series of US presidents and western powers. Thus, the Cold War was created. A great deal centered around the Berlin Wall and Soviet controlled satellite states.
