Japan. Cambodia was not at that time a separate country, but part of French Indochina. In fact, the territory was under Vichy French control in 1941/42, so the Japanese did not in effect have to invade, and basically bullied the French into submission. The French hold on the region was rather tenuous in any case. By 1944 the region was under effectively completely under Japanese control although ironically, a Vietnamese by the name of Ho Chi Minh led strong resistance against the Japanese.
