Waffen Stadt, translated is "Army City". Or could be called City Army, kinda like the Us Army National Guard. It does NOT say Hitlers Army. His Army was the Waffen SS. The Olympics were in Berlin in 1936, so in 1937 this was a pistol match and nothing to say it was a championship.
