Germany feared that America would soon enter the war (World War I) and it knew that Mexico was still upset about its loses during the Mexican War.

So German promised Mexico if it attacked America , if it entered the war, then Germany would help Mexico Financially and reward it by giving back all re-conquered land in New Mexico, Texas, and Arizona.
