The Freedman's Bureau was designed to help transition former slaves into the white US society. It at least gave former slaves and people with good intentions some faith that this would happen. Unfortunately, Americans were against slavery but not many were in favor of equality between the races. Lincoln had foreseen this problem which is why he and others hoped that former slaves could be settled back in Africa or South America. Lincoln believed freed Blacks would not get a fair deal in the North or the South after the War.
