Militarism in WW1 was that all the countries wanted a bigger and better army and navy so all the countries tried to get that and this made all the others feel threatened. This was giving off the impression that a war was going to happen

Not just WW1, but technically in any war, Mobilization is the process in which a country prepares its forces to engage in combat or prepare to march to war.
