Corsairs were the pirates in mostly the 16th to 18th century, holding a king's commission to attack and rob ships. They were private persons (several famous later admirals started out as corsairs) but their commission only covered ships of a country that their king was at war with. If they were in turn caught by the enemy, they were on their own. If they were succesful they could use their counties' harbors as safe havens and were expected to pay part of their loot or its proceeds into the country's or the King's coffers.
PLUTO - Pipe Line Under the Ocean. This was key and delivered vital oil to the tanks/aircraft in France. Mullbery landing docks - These were huge metal docks made in England and floated over to Normandy. They allowed for tanks and supplies to be successfully unloaded. To attack and destroy the Confederates ironclads or blocking the harbors where they were standing, preventing them from going into the open sea. To attack the Confederates coastal installation, supporting landing operations. Along the Mississippi River and other western waterway, ironclad gunboats were employed to gain the control of the same, to attack the Confederate river's strongholds and support the Union Armies advancing along their banks.
Prior to World War I, the Navy envisioned submarines primarily for two roles: as a means of coastal defense and as offensive vessels for disrupting enemy shipping. Submarines were seen as a way to protect harbors from enemy incursions and to launch surprise attacks against naval vessels and merchant ships, thereby weakening the adversary's supply lines. This dual purpose highlighted their potential to alter naval warfare dynamics, though the full extent of their capabilities was not yet realized until later conflicts.

Estimating the exact number of harbors in the world is challenging due to the varying definitions of what constitutes a harbor and the continuous development and changes in coastal infrastructure. However, there are thousands of harbors globally, ranging from large commercial ports to small fishing harbors, with estimates often suggesting numbers in the range of 10,000 to over 20,000. Each country has its own network of ports and harbors, influenced by geography, trade needs, and maritime activities.
