After the fall of Germany in 1945, Germany was split into Western and Eastern Germany but their was no government president until 1949. The first Federal President of Western Germany was Theodor Heuss. The first Federal President of Eastern Germany was Wilhelm Pieck.

France did not have a President between the years 1940-1947 exclusive.

Brigadier General Charles de Gaulle was the Provisional Chairman of the Free French and assumed actual legal power in France on July 3, 1944. Prior to this, while Marshall Philippe Pétain held the official title of Chief of State for Vichy France, the Nazi German Military Administration in France headed by General Carl-Heinrich von Stülpnagel was in charge.
