Throughout the Civil War and immediately after, Abraham Lincoln was actively involved with efforts to keep the union together. Before the war ended, he and his advisers attempted to anticipate questions that would arise regarding treatment of defeated Southern leaders. His goal was to make a smooth transition out of the war and keep morale in the South as positive as possible. In 1863, Lincoln presented the Amnesty Proclamation which offered pardon to confederates who had not been involved with mistreatment of union soldiers or treasonous leadership.
