The part of government that decides how new states are admittes is Congress. This is from Section 3, Clause 1 in Article 4 of the Constitution of the United States.
The national government wasn't sure whether to make the new territories "slavery-free" states or slave states.

All states, including New Jersey, have a democratically elected state government and are still part of the democratically elected federal government. The states have laws and statutes of limitations that were developed specifically for that state. The United States Federal Government has another set of laws and statutes of limitation for those laws that apply to all states.

The small states would never agree to a purely representational form of government. They foresaw the annexation of small, ineffective states as the populations of the large states continued to grow and their influence waned.
