Literacy is knowing how to read, so if you don't know how to read you can't pass a literacy test. It was against the law to educate a slave. A person who doesn't know how to read, think critically, and solve problems makes it easier to keep as a slave. One of the first things Hitler did when he invaded Poland was close the schools and kill the teachers. He wanted the people of Poland to be slaves. It was the same way in American slavery, so the literacy test was a means to keep people from voting even though they had the right to vote.
